They are useful, as long as you buy relevant backlinks to your website. I'd go with guest posts instead of PBNs or spammy links

Ranking site on google is so unpredictable now. Even if you do proper seo, no guarantee that ranking will stick for long.
 
Backlink still worth, valuable and still matter , when come with natural, good quality, good content , relevant..

Hello, backlinks are not dead, you just need to build them with quality and structure. Don’t place random links; give context to the sites and build them naturally.
Now, if you focus only on quantity, spamming forums, doing mass link exchanges without any criteria, and using low-quality PBNs instead of doing a professional, high-quality job, of course it won’t work well.
 
Backlinks are still an important ranking factor when they’re relevant and come from quality websites The problem is not backlinks themselves, but outdated or spammy backlink strategies.
