I think that worth consider Quora as one of many sources for your back links and I would not be so concentrated on them as on only source.
 
No , Iwouldn't say they are a push .
But , they are better than nothing , you can gget a conversion once in every 30 clicks but don't wait for them to rank you in google
 
Quora has now got "spaces" you can create "posts" there and link them back to your website eliminating the need to search for questions and trying to answer. But again it's no follow.
 
Quora links are good for diversification but hold no real value in terms of SEO
 
If you think of Quora as a source of traffic then try providing lot of values through the responses. I have seen it drives lot of quality traffic.
 
It's more for traffic than ranking boosts now I have 3 semi-busy Quora profile at the moment
 
You're not going to boost rankings but if you can provide relevant value then it can drive traffic continuously as the right type of question will appear high in the SERPS and you can gain that traffic indirectly
