A page, on highly authoritative site A, has not be indexed by Google but contains a backlink/canonical to a page on site B.

Does the page on a site A pass any "backlink" value to site B?

Do nonindexed pages provide any SEO value to sites they link out to?

I doubt that, but try to index them instead with an index service.

No. How is google going to know about Site A linking to Site B if page on SITE A is invisible to Google.
 
if the page is excluded by noindex, it still pass some of the link juice, not as much for an indexed one tho,
the topic is debatable for many, but i would say that it still do pass some of the link juice,

if it's cralwed and google is refusing to index the page, then it has little to no value & won't really make any difference,
if it's not even crawled, then it won't pass any, the page simply doesn't exist for Google
 
doesn't matter if site A which has do-follow link to site B is not indexed, unless the meta tag is index,follow. It could be either discovered and/or crawled by googlebot but not indexed but still it will pass juice or pagerank to site B. IF the page meta tag is noindex then still google will follow links from it.

As long as Googlebot has accessed the page on site A, it may be taken into account for ranking purposes, even if it's not viewable to the end user via a site: or cache: search. If Googlebot isn't able to access the page on site A then it might as well not exist in terms of Google marketing purposes.
