Backlinks from different language and counrty website.Yes or no?

hello.
i see many websites that bought backlinks from foreign websites.(different language)

No exceptions, all of those, ranked very well in top 3 and then penalized less than 1 month.
now, i have a website with good ranking,natural backlinks from local/same language websites with page rank 0 to 6 and PA 1 to 70.i want get top of some old competitors at position 1 in all keywords.so i need backlinks from high page authority(80 and more) with page rank 7 or 8 and with Low outbound links.
but i dont know this work is effective or not?and also is it not Dangerous?

if that act is many effective,how can i get top 1,2 in all keyword(3 or more keyword).not 1 keyword?

third question : how many one powerfull foreign backlink(PA 80,PR 7,8) can effective?

no! i said all of backlinks of those websitea(penalized) are foreign.

now i want now a few (or one) foreign backlinks can hurt ranking?is effective?

Anytime you use a network that carries that much strength but it is not private then you are subjecting yourself to future
penalties from Google.
