I think you first need to concentrate on your content. Give google (bot) lot of work to come to your website and crawl each and every day by updating your content.

I tell you some of the things like how you get backlinks and you can follow to get high-quality backlinks:
By content - yes, I’m telling truth your content will help you to get a backlink from others. If they read your content in anywhere on the internet and if they are writing the content related to your topic mostly they will mention your website anywhere in their content( this is a plus you don’t have to pay for anything).
And the second thing is you can approach some of the related high quality(in terms of domain authority, it needs to be higher than your domain) website to give a backlink to your website. I think(must) you need to pay for the links that you get. If you want a backlink from any popular website means you have to pay like (5k to 10k) depends on the website. I don’t know how it cost you can check with the website owners about that.
These are all the way to get backlinks (really high quality) form others.
NOTE: Be careful while you are going with the paid one(you need to get the backlinks form the related industry to your blog/website) otherwise it's useless.

@davids355 has already given you the list to build backlinks from, but just building them will land you nowhere. Check your competitors backlinks first, where they are getting them from, and then build yours. That way you can get to the top with few links.

Depends on your budget and ambitions to rank - you can build links yourself, takes a lot of time and little money, it's hard but you can browse the web, drop your link where possible (commenting, forums), email site owners for possible contextual links (often needs some money to be paid). OR you can check link sellers, marketplace for backlinks - takes less time (you should still do service due diligence!!) but more money. Don't go for the price - cheapest link spam won't help you. Try to get good PBN links or guest posting. You can check my signature if you need PBNs. Grow your backlink profile over time, don't overdo it, link building is a marathon not a sprint!

There are a number of ways how you can build backlinks for your site. Article submissions, guest posting, press release, directory submission, blog commenting, social bookmarking.
All techniques of link building won't work. Checking your competitor's backlinks is a good point.
