Search for your competitors then analyze their own backlink profile and do the same.

Make the links for the homepage first, then after when your homepage will be indexed properly then make the links for your inner pages. This is the best strategy you can follow for making your website trustworthy online. You can also work in the ratio of the 70:30 (70 for the home page and 30 for inner pages) at the beginning of your website's SEO work.

Free tiers of majestic, ahrefs and moz together will give you a pretty good panoramic view.

In the past, I would have said mostly inner pages. However, in the past year or so I've been building like 80% to homepage using brand / naked / generic. It takes longer for the site to rank, but once it does, all rankings across the site skyrocket. Also, I notice fewer day to day fluctuations in rankings. Finally, any new posts I make immediately rank on page 2/3 for 1,000+ MS buyer-intent KWs... typically regardless of competition (Note: I'm not in fucking health, gambling, warez, porn, etc.. fuck that.)
