Exchanging links can help you in short term but for long run, Google recognize easily as a spam. It gives only less link juice to site. One or two exchange links may be good but more number of links hurt the Google and leads to penalize. There is no organic traffic for your site.
Backlinks exchanges create a reciprocal link program and increase your site rankings, also provides traffic from other sites.
But, also know what google tells about - Excessive link exchanges, could “negatively impact your site’s ranking in search results.” Don't use two way link exchange go with three way exchange link. Example A link to B, B link to C and C link to A
I don't think Google likes reciprocal link schemes anymore, I think they will just cancel each other out for the most part. I would not do this, I think it's a waste of time, with little to no benefit.
Search engine algorithms recognize this strategy effectively and afterward penalize you.
You may rank higher for some time however a since quite a while ago run your SERP will go down and google may regard your site as SPAM.
