You can use Ranker X/GSA/SENuke to create some garbage filler links for tier 1/tier 2. Don't expect them to rank you for anything though.

You can prepare interesting and useful content for the desired site. Try to contact the developer and offer your content. Aven high-rated sites can accept good content for free or at low cost.

So you are looking low cost links. I would like to suggest that spend some more money as you could get some pretty good quality backlinks. Rather focusing on large quantity of low authority backlinks. Try handful of good quality high authority links. Results will be good! It is not the number of backlinks that matters it is their quality that truly matters. All the best!
