Backlinks appear on search console?

I've been paying an agency to buy backlinks for the last 6 months
So far the domain authority hasn't really moved.
The agency won't tell me where they are buying links and claims they add a script so the link can't be crawled by semrush etc.
I have questioned what they are doing as none have showed up in search console and they claim it's also hidden, but would this not defeat the purpose?
I suspect they are pocketing my money.

Good backlinks will always show up. I find Moz the slowest but even they will pick up good backlinks very quick.
OK, if you use hidden PBN's then OK but quality links will always show up.
Drop them like a hot potato (the agency).

So if they are using PBN's would these not show up in Google search console?
If so what would be the point in them would they still add juice to the site?

I think someone is getting scammed here and it's definitely not the agency guys. If the backlinks aren't PBN links, no script can stop Semrush from crawling them since the tool doesn't need to crawl your site to see your backlinks, rather it needs to crawl the sites lining to yours.

About domain authority, is that what you pay them for? Ideally, you should be getting links that increase your website rankings. An increase in DA is a by-product.

I need tier 1 from decent news sites with contextual content.
