Backlinks/another language

Again sorry if this is stupid but i can't get it out of my head so i'll ask you guys: IF i make a site in other language than english (not chinese anyway but european language) will the backlinks from english sites worth something? And if i'm spamming blogs with comments,should my comments be in english or the other language? I'm grateful for anyone who takes the time to answer such a noob question.
