Backlinking problem

Hello, I'm hoping that some of you have encountered this problem. I've created a website in December last year, I have over 100 articles and products and currently building backlinks, I've made 300 backlinks comments on niche related websites and blogs, web 2.0, and social media signals.... the problem is that webmaster tools, scrape box, cognitive show only 14 backlinks link to the website and 5 of them are from Reddit.

Check them with Majestic Seo or Ahrefs...maybe they are not indexed yet. Building tiered links to them should help
 
I've build tier 1 and tier 2 and the tier 1 are indexed by google I've checked but they don't appear in search console
 
Are all links built recently? How many days have passed since you built those links? As said check on other tools majestic or ahref too.
 
All backlinks to the site are not shown, but they still are there and is counted by google
 
You can cheat and push indexing faster with the help of shortlinks and pings
 
What tool do you recommend ?
 
If the link quality good and link page are index by google,Then google WMT will show these link within 1-2 month,
if google think these link are spammy then they will not show them in WMT.
Try to build Tier 2 link.
