Backlinking plan for my new website?

I was familiar with backlink spamming about a decade ago, but I have read that Google doesn't take well to this kind of backlinking anymore and penalizes you for it. Is this true? What should I focus on now?

Ideally, always get high PR (PageRank) backlinks between PR7 to PR10, as these are the safest backlinks to get without any worries about a penalty because high PR sites have demonstrated trust and authority online, as per Google algorithms.
High PR (PageRank) backlinks between PR7 to PR10 are considered as safe enough and would ideally not trigger a flag which means that as per Google's algorithms & Google’s Webmaster guidelines, you’re not participating in "link schemes". Google’s Webmaster guidelines clearly states that using "link schemes" like paid links, cloaking, doorway pages, hidden links, etc as a way to create links is a violation of its terms of service.
About backlinks, remember that it's all about quality, not quantity.

The backlinks you should go for that work today are guest posts from sites with search traffic not necessarily ones with high metrics (DA, DR etc), niche edits from similar sites mentioned, and and quality PBN if you want.

I don't think PR is still being used today, there's no tool to accurately measure any website's PR today, don't rely on that or even any third-party metric for that matter.

Everything works, you must know how to use them.
thats right that free links not give that much value as before, but everything works according to there worth...
If you have then invest in good links.
if not then do whatever you can to grab links. Just diversified links on various pages.
 
With there being over 200 Google ranking factors, they do not provide data on the importance of each factor. But we do know that backlinks play a very large part in SEO success. So it's safe to assume that PageRank still plays a part in how pages rank. And ofcourse there are other factors as well (around 200 of them) and hence PageRank would ideally not be totally ignored (for backlinks), but perhaps to be considered as part of the various factors. Ofcourse, there are blackhat backlinks techniques where PageRank could be ignored. In whitehat backlinks techniques, I personally do not ignore PageRank as one of the factors.

Where to check Pagerank of any website sir ?
 
DA, DR, PR all are easily manipulated metrics. Look at traffic, look at the quality of the referring domains, look at number of outbound links to name a few things.

Google officially removed (support) for their Toolbar Pagerank in 2016. For this reason, some SEOs view PageRank as an outdated and irrelevant metric that has no place in modern-day SEO. And some SEOs still do consider PageRank as a one of the factors to be considered.
Since, Google officially removed (support) for their Toolbar Pagerank in 2016, it is not a metric that website owners have access to in terms of something from Google.
However, there are lots of 3rd party PageRank checkers (Google : how to check page rank of a website) from which people can check and aggregate as to what the PageRank of a website is approximately, as an indication or as an estimate (ballpark).
Once again there is no compulsion for any SEO person to consider PageRank. All SEO people do not all use exactly the same metrics and do not use exactly the same strategies. It varies. In my particular case, I do still consider PageRank towards whitehat SEO although it is obviously not a hard & fast strategy. But for me, considering PageRank along with other metrics gives me better results.

If your website is new then it is worth noting how much content you have pumped in before actually jumping into building links. Make sure you have at least 30 to 50 good length (800 to 1000 words) articles in your site before you actually start link building (though this number is random, but you get the idea behind it).

Start with low hanging fruits first and build easy backlinks first if you have low budget - like profile backlinks and blog commenting. Many SEO's rule this out and I do not dispute this fact. But I have seen this work for my low budget blog. The incoming backlinks to that blog got counted and show up in GSC.

Once you have enough budget then you should certainly start hunting for guest posting. Go easy initially as the blog is new and increase the quantity gradually over a period of time.

Important tip : Never buy bulk links for a new blog. It will not help at all.
 
if your site was new make profile backlinks daily basis 5 to 10 and after one week make forum and comment backlinks of mixer its will help your new site to boost
 
Focus on building fewer links with high relevance
Auto-generated links won't move the needle
 
Anybody recommend some good services for high quality backlinks on the BHW Marketplace?
