Backlinking Methods

So if I was to start a new site, say with 25k exact searches a month.

How would i backlink the new site? How many scrapebox backlinks, and straight to the money site, or start a blog article on blogger and blast that?

Basically, im asking what is the best method for a new site e.g. 15 days old, and how much backlinking to do?

I heard it doesn't matter as long as it's consistent, do you recommened me buying a huge list of PR1+ blog list, and then comment manually? E.g. 20 backlinks a day? Or do you think I can do more than that?

I don't recommend Spammed / Automatic Backlinks. With loads of backlinks to your new site, you will see result quick, but it will end up with prohibit or Blacklist to the search engines. Try to do it manually and carefully...

25k exact search is too hard of a keyword to start with, unless you found a gem. I recommend 10 manual backlinks per day for a week and 20 per day after that with a semi-automated program.

It can not be judged wisely only on the search numbers. Use as many possible backlink sources as possible.
