Backlinking from websites with another language ?

Hello Guys!!

I'm trying to ranking my website in local google search (NON-ENGLISH), i just know one factor that could make you get high SERP and it's backlinking, my question is DOES backlinks from websites that speaks other languages, WORK ???
Example: my website is in arabic, and i want to rank it in a arabic local google search, does backlinking from other websites that are in english, french.. ?? could effect my ranking ? or i have to backlinks from the same language ???

Yes, they do. I have russian site and backlinking from english ones I got PR2 and my site ranking high for all keywords I need. The only thing is that the links must be from high PR and very trustful.
