Plse correct me if my thinking is wrong:

I think:
- Captcha solving requirement is due to having the same IP. If i can change IP periodically, say every half hour, then there is lesser need for captcha solving => save captcha solving cost
- Sending traffic to the Tier1/2 urls will help to index them => save indexer cost

Appreciate any opinion.

1) Captcha usage is mainly fixed in most platforms that are used for backlinking. You will have to solve captchas no matter your IP address. The only real thing your IP will affect regarding captchas is the difficulty of the captcha that you are given to solve, especially in the case of recaptcha and hcaptcha. More/higher quality IPs usually results in easier captchas.
2) Doubtful. Your T1/T2s will firstly need to have Google analytics installed on the respective pages, and you will need to send them traffic that is capable of being picked up as real users by analytics. This can be costly.

I see. I thought captcha works like in Google - if u do many searches, Google will activate a captcha. Thanks for clarification.

On some platforms this may be the case - repeated requests are what trigger the captcha - but for most of the platforms that people use for building automated links the captchas will usually be present by default.
