Sites like Facebook, Twitter, YouTube, LinkedIn, Pinterest, Reddit, and Google will allow you to create your own high-authority backlinks to your site. Just put your links on your social media pages.

Just buy the manual authority links from the various sellers in the BHW marketplace.
If you want to do this own, just buy an expired domain and hosting with any good companies over here. The domain must have more authority and clean backlink history. Then build links according to the quality content.

LOL. I didn't speak about the PBN here. I just said about the high authority sites that he can use for building links by maintaining the site properly. And also said about the expired domain quality which needs to push the money site ranking in SERP page. So I mentioned the backlink history of the expired domains which he gonna use for building backlinks.
