Backlink Submission for Ranking

Quick noob question. So when I was dabbling in SEO a few years back, I would always submit my sites to backlink submissions like masspings

I was just wondering is this a safe practice? I want to get my website at least showing up on Google for my keywords but I'm not sure where to start. I am working slowly on a PBN but I need a place to start for ranking my site.

I have been reading a LOT of stuff here, just had this quick question to ask.

before pbn go for some other backlinks like comment links or forum posting etc

Start some real guest posts for your preferred main keywords

Should I focus on doing them myself or try a program like seonuke? Do you suggest using any services on fiverr or even here?

Get few web2.0s and blast them with GS contextuals to start with. Pinging wont get your site ranked.

You can go with quality PBN and linking them to your site. Then you can build links with guest posting.
