Would creating a blog in addition to your website be effective for creating back links? Would they be effective to help rank/serps, or would it be a pointless act?

A blog? Yea largely pointless.
1000 or even 10000 blogs. Then GOLD.
Many other factors but that essentially answers the question.

Yeah backlinking is important especially when you want to hit the bulls eye..

Use SeNuke to create backlinks, helps a lot..
