I have a site A
I have a site B
I want to build backlink on B pointing to A
A <---B
is there a app or plugin that can scan site A and B and tell me:
1) which post(s) and anchor text(s) on site B I should use to build the backlink?
2) which post(s) on site A I should build backlink to?

There's no direct plugin for this. Use a combo of Ahrefs and Moz to analyze backlink profiles and anchor texts. Then manually match content relevance between A and B for the best backlink strategy. Automation helps, but your judgement is key

Whatever you are asking for will be a real boost for the website owner but I do not yet get anything like this for two different websites.

But I have seen someone trying to build something for website's internal linking.

That would also help us optimise on-page.
