No. Backlinks work, but you need to carefully select what to buy.
You can't come here and say that backlinks don't work. Half (or more) of marketplace here works for that (buyers/sellers).
You can even check the signatures of the people writing in this thread...
Even if some day it really doesn't work, here will be the last place to admit it.

Its not like that and backlinks always play important role. The only thing is backlinks evaluation parameters get changed for improved results.
It is important we should follow the genuine and authentic ways to collect backlinks. The best ways is to follow the activities with content marketing and some insightful submissions that can be achieved through

Rubbish backlinks don't help.
Just because you pay a lot for a link, doesn't mean it's good.
Just because it's DR70, doesn't mean it's good.
Just because Ahrefs shows it has 100,000 traffic per month, doesn't mean it's good.
Just because it has 1,100 referring domains, doesn't mean it's good.
All that happened was link sellers started selling links to meet demand.
If a buyer wants a DR70 link and is willing to pay $xxx for that link, the question for would-be link sellers then becomes "how do we make our domain DR60".
And so on and so forth for all the metrics I listed above...
If you're a tractor dealer with 40 red tractors on the lot, and people come in every day asking for blue tractors and nobody cares about red tractors, how long before you start painting your tractors blue?

Backlinks still very much work it is just a matter of using the right techniques. The quality of the backlinks themselves along with type of backlinks being built, anchor text used, percentage of do-follow to no follow.

Ranking depends on varioud type of factors as you mention every weel Google take an update. So you need to go more smarter about your website. Update the content gap and yes backlinks stil effect on ranking if they looks organic and niche related.

As soon as Google is confident they have an alternative, they'll keep slowly devaluing them.
The links that work, now cost so much you can sometimes get a better ROI with other marketing tactics.
