Backlink Building for local websites (non-US)

Hi, Let's say you want a high googleranking for a real estate agency in Belgium. Is there a tool to get relevant backlinks + fast index for google results for google.be?

Alot of these free backlink tools make links from the us, china, ... which actually decreases the ranking for local searches in non english speaking countries. My ranking on google.com increased, but most peeps look on their local country google instead of google.com (at least in europe).

I'd use a article spinner but i haven't seen one with dutch implemented :/
Any advise?

I've set it up so my site ranks on google.be (google webmaster tools), but don't want to create backlinks if i'm not sure they'll increase my ranking but make it go down.

What's the way to get backlinks from .be domains if you try to rank on google.be, /de for google.de, ...? Is there a tool for this?
You see all these free tools but i can't believe these help alot.

I don't want to hijack the thread, but I am interested in this as well.

Let's use the OP's example. He is trying to raise rankings in Google.be. Does he need to build backlinks from .be domains, or would .com/net... work just as well?

What I have in mind, is doing a regular SENuke campaign but in articles, insert the keyword that we would want to rank for google.be?

i.e.:

This is an example of an article (<a href="url">keyword</a> in Belgian).....

Would that help ranking for google.be or not?
 
The country of the domains dont matter,i use usa links for my native country clients and work fine

Or you can just find link sources from your country,harvest article directories,bookmarks sites etc..
