I've heard some members of the forum say that one of the best ways to rank locally is through citations (whatever those are). So, you should focus on those things instead of building links. And yeah, if the competition is low PBNs are probably not needed

We’ve done a lot of citations and on page stuff and rank well in the map pack but need little extra “juice” to get the site organically ranked. Trying to see what we can do most effectively

Anyway.... try the 3 types of links that I've mentioned if you have the budget. They're the safest and most impactful ones on the market today, they will definitely push you up the SERPs if you do it right and are not a victim of google's randomness thingy that google apparently pulls on webmasters to force them to buy ads
