backlink blog comments on my site

I have received a few blog comments from other people trying to build backlinks. The comments are readable and somewhat related to the article.

I don't know if linking to other websites builds PR but at the least it would make the blog look active and provide other keywords in blog posts.

Would it be beneficial to approve these comments?
