Backlink anchor text percentage

Is the percentage of anchor texts in the backlink linked to website rankings?
If there is a connection, please let me know at what rate it is good to create a backlink with some anchor text

it depends on the type of anchor. Branded anchors, for example, can be as high as 80% of the total anchors and you can still be fine.

Exact match anchors, however, are very sensitive, and you don't want too many of them. If you want to be extra safe, keep exact match anchors at 1-5%, while to combination of exact match + partial match anchors around 10-12%.

The rest of the anchors (URL and generic ones) can be anywhere from 5% to 100%

Yes. Over-optimizing with exact match anchors can trigger penalties. A safe approach match anchors below 5-10%.
