Quantity of backlinks is not as important as quality, you will have much better rankings in much shorter period of time if you will backlink from High PR domain/page and High Alexa rank sites. I would highly recomend to carefully choose your backlinks, because backlinks from very low rank, spammy websites can actually cause a drop to your site in search engine rankings.

Make sure you go over and search other thread for what the people offer. Remember more does not always mean better. Tier level, diversity of link sources and a good linkwheel is important.

You need to spend some time learning what you need before you start spending a bunch of money on links. All links are not created equal so you need to spend some time learning enough to know what types of links you need.
