I tried some back linking on a few articles, at first I got ranked really high, but it seems to be slowly degrading over the week. Is this just competition, or google just at first counting my backlinks but then slowly removing them? Or does it just mean the service I used for back linking is not that great of quality?

Fresh links often give you a little boost than then fades with time, especially with lower quality links.
Also if you were spamming the links (eg.profiles and blog comments), some of those backlinks will be being deleted by moderators. Especially in the case of profile links, often as more profiles are made on each particular site, your own profiles get pushed way down the list, become less visible on the site and will eventually be dropped from the Google index, especially if your profiles have no backlinks of their own.
Also bear in mind that while you might stop creating links for a while, all of your other competitors are going full steam ahead with whatever tools they have at their disposal. Your number of links is thus a constantly diminishing proportion of all the links that are out there in your particular niche... You gotta keep on the hustle.

It's not like its sliding that fast, but it was like 17,22,25,31 over a week.

Do you guys have any services you would recommend for good back linking, or even what types of services are typically better to go for? Seems like the trade off is less high PR links vs more lower PR links.

Didn't you hear? Google has labeled article directories as "link farms". EZA and the top directories got hit really bad. Links from these are now heavily discounted.
However don't discount the leads generated as EZA articles still rank high on SERPs may outrank your site, bringing visitors to you indirectly.
