is there a viable way to return a permanently suspended Ebay account back to good standing?
any such service available out there?

No hombrero, nothing like that exists, start a new company, get a new address, get a new bank card, get a new computer, get a new IP, open fresh ebay account!

Hi Kitty, thanks for the advice but thats old news.....know how to open a new Ebay account, was just asking for a suspended one.

Everyone asks us about this. It is possible but highly unlikely. When it happens it's usually with a personal (non-stealth) account that has been sitting inactive or used as a buying-only account for years and eBay gives the seller another shot.
