first of all sorry about the misleading title, i did add a question mark though 
so i have been doing some kw research and found me a niche that has 49k monthly searches on Google Keyword Planner and when i search for exact matches [ i mean searching on google for the keyword between quotations " MY KEYWORD " its shows only 13 results. i can't invest right now on a domain name and thought of using blogspot to rank for this kw.. here is the plan:
1. a long article on blogspot with pictures and Onpage optimizing.
2. 10 - 20 Web 2.0 with unique articles on them not linked to eachother and all directing towards the blogspot blog.
3. Social Signals drip feeding [ tweets, likes, pins and ofc plus one's ] like 5 per day for a week.
will this be enough? it requires two more tiers and lots of spamming but i simply can't do that without tools [ that i can't afford to have ] and it ain't worth it doing them manually
your input on this would be much appreciated as i may seem to know what am doing when i actually don't
