Without any info any advice is pointless.
Try and get your product to market anyway you can.
If you have 5 ideas try the 1 you like best. If that fails move onto the second route to market.
Don't analyze the situation, don't over analyze the situation.
Forget about advice on here, make a decision and just do it, you will learn more from any mistakes you make than any advice given to you on this thread.

You just answered your question. Do market research.
You haven't given enough information for anyone to help. All we know is its related to fragrance... and you want ideas on how to create the product. No one can help you with ideas on how to create a product when they don't know what the product is.
It would be also be better to be googling or asking this question with more detail on a perfume / fragrance niche message board. I doubt many here now how to make perfumes.
For the business side; If you're in the USA, get a DBA, speak to an accountant, see if there is any free resources for new businesses in your area, check for local farmer markets or other places you may be able to sell the product when you have it, etc.
Step 1: Research what kind of fragrance you want to sell.
Step 2: Come up with your plan - where are you going to sell (amazon, ebay, own site)? How are you going to drive leads? etc.
Step 3: Find a manufacturer. Do you want to use a US manufacturer and pay more or go with a cheap Chinese one? Check out alibaba.com and search google for US manufactures/private label. Do you want a custom formulation or a stock formulation?
Step 4: Find a fulfilment company. Amazon has their own that you can use, but it is more expensive than others.
Step 5: Copywriting, landing pages, integrations, merchant accounts, payment processing and all the other fun stuff...
