There can still be penalties depending on what type of content you are posting on website. It is not always related to backlinks.

Number of backlinks per month. If you build 10 backlinks per month on average, then it's okay to build anything from 5-20 per month. But if you have 0 backlinks for 6 months, then you have 30-40 backlinks within a month, and then you fall back to 0 again, it's a clear anomaly. It's absolutely fine if it matches with an event like your new post getting multi-fold views or your content going viral on social media and bringing considerable traffic. Otherwise, you're just exposing yourself.

Agreed, but you can't predict Google. Even if you are doing 100% correct, you don't know what happens next. Sometimes google updates can impact websites with no violations as well
