after being banned from adwords i want to try make a few new accounts since adwords seem to link accs easy ive thought the best way that dose not involve buying a new pc for each acc is to just go out and buy a few £30 android phones each will have a diff sim and ect so ip wont be the same and just make and run each adwords from that phone and only use it for that also fresh billing info using a few mates accounts before my ban i was running a budget of around 1k a day now can i just put my daily spend at 1k when making the acc or will this get me a ban ? or what daily budget should i start at 500 or less ?

Using billing info from mates Adwords accounts will get both accounts banned. From what I've heard even the people that do get back on typically only last a day to a few months before getting banned again. OP thinks getting back on Adwords is as easy as getting a new phone and ip. 
Your entire website is banned so you're going to have a create a new one from scratch (not borrowing anything from the banned one) just for starters.
