Average page load about 15 seconds.

I am using stablehost and in google analytics it shows about 15 seconds average.

My website have less then 1mb. How to improve this and which is hosting that is best for SEO (Faster page load helps better on page optimization,so which is fastest you know)

Also budget is up to 10$ per month!
 
Depends, where is your target audience? If it is Europe Hetzner has an oustanding speed, never seen something better so far in Europe. In the USA there are many cool hosting companies so like liquidweb.
 
You got problems at PL 15 seconds especially for a 1mb site. Google is your savior here :)
Focus on optimising your content, figure if the problem is in your DNS, lots of tools to help you debug these issues depending on your server OS

If you use wordpress, just install a cache plugin to reduce the page load related issue. You can test "before and after" using gtmetrix or google's pagespeed to see if there's any improvement.

I think you should use CDN services like Cloudflare
and i suggest you cloudflare because it's free and i am also using this on my websites
kindly once install Cloudflare and check speed again.
 
That's horrible. <1s load times is what you want. Are you using WP? If so, then try w3c total cache.

I use a VPS rather than a shared hosting provider. VPS seems faster for me. I only pay $5/mo per VPS.
 
Choose a hosting company with server located close to your target audience which help to improve the loading speeds for your visitors. If you're currently using a shared hosting account, then you could benefit from upgrading to your own VPS or even a dedicated server. With a dedicated server, you wouldn't be sharing any resources with other websites, So your website gets the full speed the server can provide.
 
Poweruphosting works fine for me.

If you're getting 15 seconds loading speed with a page size of 1mb then your host is terrible, doesn't matter where they're based.

You can tinker about with pingdom all you like but if your host is that slow you'll make no impact!
