Autoresponder that can mail back?

Currently I am using FollowUpExpert as my autoresponder, but I don't believe it can do what I need it to do.

What I need is to email someone back when they email me and say, "Sorry, your app was denied" And then send an email back 12 hours later to the same person stating, "Please fill out this form". Does anyone know of a good autoresponder for this?
