I think the biggest challenge is maintaining quality and avoiding pages that provide little value.

quality > quantity always. automated pages without value wont last long anyway, better to scale slowly but keep the content good.

Relevance too. The quality can be high but if it's actually irrelevant there is no benefit to that cloaked content.
