I need to find a way to change proxies automatically, say around every 10 to 20 seconds a new Ip address. Is there any software that can easily do this?

SwitchProxy which is a Firefox addon works nicely for this. Proxy-Firewall as mentioned also works quite well.

only a promille of the proxies you find are working, you need a tool like charon to test such lists.
