Try Hootsuite this tops our list of Facebook automation tools.. probably, this is the most comprehensive social media management tools available today..
I can't use it to create accounts!

I don't think creating new accounts by software is a smart idea. you may create the first 100 accounts without any problem. but when you try to create 1000 accounts, facebook may ban all your accounts in 1 min.

Many providers sell pre-made accounts in BHW marketplace so that's one shortcut, buying accounts. Other than that, don't think there's any other way but to create them manually. You could hire someone to help you temporarily though, just a thought.
