If I have to chosen one I would go with gsa ser as it covers all I mentioned

It helps for more diverse link profile. With web 2.0, articles etc.
When do tiered link building forum profiles are one of primary selection with others... It all depends on how much you index on Google end of the day. Still I use automation for link building..so I'll know how important it is from my experience

While that’s true, they still add to your link profile.
You’re not going to spend $150 on software and rank for competitive keywords these days.
But what you can do is manually create your tier 1 links and tier 2 links. Then, send waves of links over to your tier 2 links via GSA or RankerX and index them.
