Can't you set it up by youself with a simple mailing software + TMS like mailjet?
I've also found in the marketplace some guys that help you out building some rep in your own server + software + dedicated IP to avoid spam restrictions
But ultimately if you are very grey/black you will have to learn the hard way and continously pump & regenerate IPs. No TMS will help you on this task.

I am not interested in spamming, all od my mails are solicitated. The thing is, most of these networks do not allow the content of the email.
