I would build tier 2 with as much quality as possible, then lower the quality and increase quantity for tier 3.

Tier 2 in the hundreds? There's no way I can do that manually so it's gonna have to be a software solution tbh.
I'll build up to around 10 manual tier 1s, then use software to create 10-20 tier 2s for each tier 1.
Doing that manually would be insane

You will need to test things out yourself, try giving 5 tier 2s to each tier1, which means, build 25 tier 2s for your 5 tier 1s for now. You may use manually spun content and do manual submissions for tier2. You can then do automated stuff on tier 3
