Any app or extension that can send autoreplies/promotions to all the people who messaged my paged before.

There's a few going around like that which you can set up yourself, not too sure if that's an integrated feature for certain FB pages. If you're looking to have one programmed, you can post on the Hire a Freelancer section for it.

There are many autoresponder tools for you. but they will be subject to browser cookie control. Please consider this

You can set it in Settings Bar of Ads Manager. But that stuff can only answer the same with the same question. But if you have any extension, please let me know. Thank you
