I know I'm reviving a dead thread here, but this isn't true. I run an agency and we do web TikTok uploading for many of our clients (they even request that we handle their accounts this way) and many of my clients exceed 100k+ to over 1M views with web uploads.

You can establish required GEO with proxy and then use automatization sowtware for warming up and posing on real iOS devices
 
You can use multiple browser profiles on Chrome or Firefox to separate your sessions and manage different accounts more easily. There are also specialized tools designed for multi-account management, but it’s important to use any setup responsibly and follow platform guidelines to avoid potential issues.
 
I would suggest looking into using a proxy, especially a 4G proxy since that will ensure a clean IP that TikTok wont flag; and actually rewards. Look into that and then post your videos and see.
