If I would be you, I would tell that for personal purposes such as testing quality of ISPs or something.

Or I would cancel the order, then ask the provider of equipment to disassembly and send it as separate packages. Then you got technical components for various tasks. Though one!

Order your modems elsewhere next time.

For example - because of brexit, I now use amazon.de, so I don't have to pay VAT.

To buy modems nothing beats local facebook groups or ad boards. Got mine as low as 10 EUR per unit.
