I would suggest renting a dedicated server (which can be a bit expensive over here) or a VPS and ordering additional IPs.
Then setup Squid proxy server and you have yourself some great private and fast proxies!

Also if you do want to go down that path ask the sales rep how much it will cost per IP and get them to include it in the initial order so that you don't waste any money in case they can't get their act together.
You will probably have to 'justify' them, what I usually say is I am transferring my ecommerce websites from an existing host and I need the IPs for SSL certificates.
