it depends on competitors. If competitors have 100 backlinks you could achieve that rankings with 500 backlinks from local sites. Backlink is vote for the site and if site has votes from local sites that site will get good ranking on local search engines. BUt that dosen't mean you can't rank sites with international backlinks.

I'll just throw my two cents into this (even though as all aussies know, we haven't had that coin for a long while).
While results at this time may not favour .com.au links (although I beleive they do) I think it's a very good idea to include them in any link building plan for any website targeting Aussies. It's called "future-proofing" and anyone who doesn't at least try to do this gets no sympathy from me when the aggressive updates or algo changes happen.
As to the notion of do they help or not, for me I'd say they definately do. It may depend on the niche, I don't know and don't really need to for my situation. I rank #1 or #2 for a aussie city's name, not a worldwide term, and concentrating a bit more on .com.au's has helped me greatly to get there.
As to where to get them - I did try purchasing them from backlinks.com - they have lots. I wasn't happy with the results as I think theres gotta be some footprints with those systems. We've got an aussie seo forum starting kangaroomafia.com, go there and register. It's not very active at the moment, as we set it up just before christmas and all those updates, but I'm planning to get a few things rolling in the not to distant future.
I have a blog network thats mainly .com.au's and I may start offering postings on that soon. (please no PM's about this, it'll happen when I'm good and ready)
