Attracting traffic to facebook fan page

I know there are a lot of results for 'drive traffic to your fan page' and such but since i am a novice in social marketing, i decided to ask some questions:

1. I heard that you can create some sort of iframe where it convinces people to "like" the fan page in order to view the rest of the content.

I was thinking of paying people to drive traffic (about $5/1k) but i want to learn myself. what are some good websites to promote facebook fan page?
