Assuming Same Link Quality, is 200 RD domain 2x better than 100RD domain in terms of link juice?

Building a PBN now and trying to figure out what kind of domains I should use for the best ROI. For the same amount of money, should I get 20 RD 100+ domains, or 10 RD 200+ domains.
