If I removed a website from search engine and put the content published on it on another index site, would that count as copying or spam content by Google?
 
How do you plan to remove the existing site from Google?
 
Well, if it is all indexed, no way you can do that without impacting the old site. The other way you can approach this is by providing 301 redirects from the old site to the new one and you can retain both the content and link juice that way.

If you got a ton of spammy links on the old site and you're making a new site just to dis-avow them, 301 won't help, but only do harm.

Why not redirect the old one to the new ?
 
Just delete the website from the google search console.
If you remove the site from Google Search Console, only that account will get deleted. The crawled and indexed pages will still remain in Google's database. You do not have control over how and when they will get erased. They will get removed only when Google will recrawl them next time and get a 404 error with missing 301 redirect.
