1st tier -- keep it quality, web 2.0's (blogspot, blog, bravenet, fc2, snappages, tumblr, webnode, webs, weebly, wordpress, yola, zoomshare, etc) -- preferably do follow.
2nd tier -- wiki's, bookmarks and maybe some different web 2.0's pointing to the tier 1 web 2.0's (weebly, wordpress and zoomshare linking to tumblr for example).
3rd tier -- whatever's left, spam is fine.
I owned 7 domains and they were all penalized by penguin. They were hosted on the same hosting account with each domain having open whois records(identical ownership details). I have decided to comeback by building fresh new websites rather than trying to resurrect them. I will have new original content and avoid crap backlinks. Now here goes my question:
#1 --> If I build a new site and host it on this same hosting account and have open domain whois, then will I be facing an automatic penalty because of my previous history?
#2 --> How many of you actually have the experience of having SEO success with a new site with same open whois and same hosting.

I was wondering how important an indexing service is if you are going for a churn and burn website.
also had another question. I currently have a website and I am trying to rank it (not churn and burn but long term), but it is not going too well. What I am most struggling with is that my website targets a lot of different low competition keywords, and all the keywords have a different post targeting one of the keywords. If I am going to build backlinks to my site, should I make web 2.0's to all the inner pages and then tier 2s and 3s for those web 2.0s? If that is the case then it would be quite a lot of work to make manual tier 1's for all inner pages. Would it instead be possible to just build backlinks to my homepage and from there let the link juice flow to the inner pages or would that not work?
Also, when you build your tier 1 solely of web 2.0s, does that not look suspicious to Google? And if so, what other links should I use to build my tier 1? I can't go with guest posts due to the niche I am in.
