OP answered this last year. Not sure how relevent it is though now:

"You put video on a loop in OBS, setup obs for tiktok, which is easy, and simply run live, run the video, set to loop and you are good to go as long as that computer is on and internet. So best version is that you buy RDP and setup obs and tiktok on RDP, because RDP internet is super fast you will never drop a frame + it is active 0-24h."
