Same problem. I used paywithmoon. Few ads are successfully paid (about 10$). Then I added video on my page and trying to promote it. I got an error on all ads, in payment settings insufficient funds. From card funds were debited.

In the last months FB started restricting a lot of payment methods for new accounts.
Even if you put a valid VCC and are careful with locations IP etc, you still get locked with "Card need verification" and possibly pre-approval of amounts.

An unlimited ads account can help you run the campaign with fewer checkpoints and cancelations, it is also easier to reach more customer with higher budget
It's depend on your product and your company do need high budget to run ads or not

if the service account sold is not as told - you can easily get a refund
so nothing ventured nothing gained.
